"Euro 2012 Safety" Program
The championships will be held within 23 days. They will be most likely attended by 16 European national teams. Approx. 350 thousand foreign guests are expected. 31 games will be held (15 in Poland). The number of tickets directed to sale is estimated at approx. 1 300 000. Polish application consisted of 6 sports objects: in Warsaw, Kraków, Poznań, Gdańsk, Chorzów and Wrocław. In line with UEFA guidelines, the above stadiums will have the capacity of 35 to 55 thousand spectators.

A mass event of such a high importance, held on the territory of two neighbouring countries, requires to ensure safety not only in the regions where these sports events are to be held. There is a need for police activities on the territory of the whole country and coordination of joint action taken in cooperation with police forces from the countries participating in the championships, in particular with police services of the co-organiser.

As a part of preparations, directly before the championships, the Police intends to focus on close cooperation with all parties involved in the organisation of the championships. Work teams will be formed to elaborate jointly a model of cooperation, division of duties and competences.

The Police General Headquarters shall prepare the following:

Concept of ensuring public security and order within the country during the championships;
Concepts of mutual cooperation with police formations of the co-organiser, police formations from neighbouring countries and all participating countries;
Concepts of cooperation with domestic non-police units including, in particular SOK, ŻW, Border Guard, BOR;
Concepts of mutual exchange of information between the Police and other units involved in the organisation of the event and security assurance;
Complex safety plan including all components of activities carried out in relation to the European Football Championships divided into individual sub-operations on the territory of hosting cities.

As a part of these sub-operations, the plan will include sub-operations such as "Road" ("Droga") aimed at ensuring safety of road transport communication centres within the country during relocation of groups of supporters and participants.

Particular attention deserves also the sub-operation named "Terror" including:

current observations for the purpose of finding any potential dangers,
reaction to any kind of terrorist acts, prevention and danger neutralisation,
coordination of activities with other units in the case of any terrorist acts taking place, thereof with rescue teams,
cooperation with ABW, BOR, Military Police,
determination of forces and measures needed to carry out activities,
determination of communication organisation and algorithms of information flow,
scope and terms of mutual activities carried out with heads of other sub-operations.

The "Stations" ("Dworce") sub-operation will focus on ensuring safety of mass communication station infrastructure and comprise activities such as: safety assurance at airports, bus stations and harbours during the stay of championships participants, principles and precise algorithms of activities during the stay of championships participants in these objects and collective transport means, controls of carried luggage, cooperation with the Border Guard, SOK, customs services, security of objects, determination of forces and measures estimated as necessary to carry out activities, specification of communication organisation and algorithms of information flow, scope and principles of mutual cooperation with heads of other sub-operations.

The "Railway" ("Kolej") sub-operation shall ensure security for transport of the championships participants with railway transport means.

The "Reconnaissance" ("Rozpoznanie") shall concentrate on continuous investigation of any possible dangers by the services supervised by MSWiA and shall include the following activities: current storing and analysis of information gathered from the police and non-police sources, providing strategic information in respect of security and progress of carried out activities to the operation head as well as to individual heads of sub-operations, cooperation with police forces from the countries participating in the championships, determination of forces and measures estimated as necessary to carry out activities, specification of communication organisation and algorithms of information flow, scope and principles of mutual cooperation with heads of other sub-operations.

The "Support Base" ("Zaplecze") sub-operation will focus on ensuring a relevant logistic support necessary to carry out security activities including providing means and equipment for dislocation of police forces directed to support police activities in the cities where football games are to take place, ensuring an hotel and restaurant base for delegated police forces, ensuring communication means, considering reserves for the case of breakdown and damage.

The "Object" ("Obiekt") sub-operation will involve security activities in the neighbouring areas to games places.

The "Guest" ("Gosć") sub-operation will consist in securing places of temporary stay of the protected individuals and will focus a. o. on ensuring security for the individuals protected by BOR in places of temporary stay, accommodation, providing preventive supervision to accommodation places of referees, players, UEFA football authorities, cooperation with public order and security services in places of temporary stay of the protected individuals and cooperation with other heads of sub-operations.

The "Communication" ("Komunikacja") sub-operation is planned to ensure security for road and collective transport (trams, buses, subway, city railway) users taking into account their routes, stations and changing places, ensure undisturbed road traffic in relation to football games, provide traffic direction points, ensure supervision of changes implemented in traffic organisation, cooperation with city transport companies and city guard, cooperation with other heads of sub-operations.

The "Airport" ("Lotnisko") sub-operation will cover the activities specified in the "Stations" ("Dworce") sub-operation.

The "Transport" ("Przejazd") sub-operation will cover the activities specified in the "Stations" ("Dworce") and "Railway" ("Kolej") sub-operations.

The "City" ("Miasto") sub-operation will cover the activities related to ensuring security of individuals and groups of individuals changing their location within the city in relation to a mass event, ensuring public order and security for the city inhabitants including public utility places, hotels, camping places and other locations where incomers and supporters of various national teams may gather, ensuring security for accompanying events and for organised groups of supporters travelling on foot or using collective transport means (within the city), cooperation with the State Fire Service, city guard, emergency medical service and technical services.

The "Analysis" ("Analiza") sub-operation will cover a. o. current risk analysis and estimation of dangers to the championships safety, cooperation with delegated police forces from other countries, providing strategic information to the units directly involved in ensuring security on a daily basis.

The "Logistics" ("Logistyka") sub-operation will focus on providing relevant logistic support as regards police forces for other sub-operations.

The organisational concepts specify not only timetables for the championships period, but also for the days preceding and following the event.

The activities of the Polish police will be supported by policemen from other countries participating in the championships and from the neighbouring countries in accordance with the Resolution of European Union Council of 6 December 2001 on the book of guidance for international cooperation of police forces and measures taken to prevent and combat any kind of violence or public order disturbances in relation to football games on the international level in which participates at least one Member Country.

According to the Resolution, the official request for assistance should be addressed by the relevant Minister from the country organising the event and should indicate the support level and its components.

The request for assistance addressed to foreign police forces should be submitted long before the championships (shortly after announcement of the games timetable). This will make it possible to ensure relevant preparation. In the case of international tournaments it is assumed that this period may not be shorter than 16 weeks prior to the games starting date.

This cooperation is aimed at ensuring security during the event taking into consideration the following objectives: investigation, reconnaissance, observation and crowd control under police supervision.

It is assumed that approx. 2 - 4 thousand policemen will participate in the event on the game day (depending on the game importance). These policemen will be involved in realisation of individual operations carried out by the Police provincial offices. Training of police forces involved in ensuring the realisation of all issues relating to the European Football Championships "EURO 2012" in Poland will be based mainly on already existing training programs such as the following ones:

1) In 2004, the Police General Office (SGP) of KGP and Higher Police Training School in Szczytno (Wyższa Szkoła Policji w Szczytnie) initiated a specialist training for policemen from the Police general organisational units. Over 80 policemen were trained, and it is planned that further 100 will participate in the training. The training is marked by selection of the content relevant for the scope of activities carried out by general units of county, city, regional and provincial Police offices. This covers the following subjects: planning, preparation and realisation of police actions and operations with particular stress laid on ensuring security of mass events by the Police including football games. An integral part of the training are simulation activities aimed at improving practical skills of performing police activities.
2) The Police School in Słupsk (Szkoła Policji w Słupsku) carried out training sessions on leading units and subunits of the Police prevention forces for the leadership of those units (heads of platoons and companies). At the same time, selected provincial offices of the Police provide regional training in ensuring safety of mass events where particular stress is laid on security of sports events.

Furthermore:

3) In 2006, a training project for heads of police operations was implemented. The objective was to educate the Police professional leadership, capable of performing tasks in situations of particular danger to public security and order resembling critical conditions.
4) It is planned that necessary measures will be taken in order to organise training for policemen participating in the process of ensuring security of the Championships as well as for policemen directly cooperating with police teams from supporting countries. This training will be provided in the following areas:
a) knowledge of foreign languages,
b) crowd psychology,
c) crowd management,
d) police negotiations.
5) Measures were taken to organise training for policemen from operational services involved in providing security, in the following areas:
a) gathering and transmitting information on potential criminals.
6) It is also assumed that policemen selected for ensuring security of the Championships will be sent to the countries which organised similar events in the past (to gain experience) and to the countries which are to organise such large sports events before the European Football Championships "Euro 2012".
7) The policemen directed to carry out activities relating to security of the Championships and accompanying events will be trained in providing first medical aid.
It is planned that on the training organisation stage it will be possible to make use of experiences gathered by police units from other countries and ensure active involvement of consultants from the countries which are to hold comparable events until 2012.
